This research aims to describe the position of FIFA and PSSI in the legal system in Indonesia as well as the discrepancy between the regulations issued by PSSI and the regulations issue by FIFA regarding crowd control in stadiums. Using a normative juridical approach, this study looks at the FIFA Stadium Safety and Security Regulations and the 2021 PSSI Safety and Security Regulations, which are more detailed when it comes to crowd management protocols at stadiums. The study's findings clarify that FIFA and PSSI's status as Lex Sportiva is outlined in the FIFA Statute, which mandates that its members refrain from outside interference in order to preserve FIFA's integrity. FIFA’s position in the legal system in Indonesia is that it is the parent international football organization in the world, of which PSSI is a member. PSSI in carrying out its duties and authority must be guided by the FIFA Statutes. The 2021 PSSI Safety and Security Regulations do not regulate the use of tear gas for crowd control during football matches. PSSI as a FIFA’s member must be guided directly by the regulations issued by FIFA, where FIFA Stadium Safety and Security is a set of regulations issued by FIFA regulating the use of crowd control weapons. PSSI General Regulations include Lex Sportiva in Indonesia. However, the rules contained in the PSSI statute known as Lex Sportiva must comply with all existing rules in the Indonesian legal system because they only function as law of the game, not rule of the law.
