Restorative Justice can be a solution to reduce prison inmates who exceed capacity (Overcrowding). With restorative justice, it is hoped that cases can be resolved outside of court. This research will discuss law enforcement issues related to the implementation of Restorative Justice towards perpetrators of criminal acts of narcotics abuse (users) at the Sidoarjo Police Station which cannot be separated from the applicable laws and regulations. In this research, empirical juridical research methods are used, legal research regarding the application or implementation of normative legal provisions in action at each specific legal event that occurs in society. The results of this research found that the process of implementing restorative justice towards perpetrators of criminal acts of narcotics abuse (users) at the Sidoarjo Police Station was in accordance with the procedures stated in Police Regulation Number 8 of 2021 concerning Handling of Criminal Acts Based on Restorative Justice. From the results of the analysis, it was concluded that law enforcers in handling criminal acts of narcotics abuse must comply with Police Regulation Number 8 of 2021 concerning Handling of Criminal Acts. This research is expected to provide a literary contribution to the public so that they do not fall into the black hole of the vortex of narcotics which is dangerous for the future. yourself especially has a big impact on the nation and state in the future.
