Consumer protection is all efforts that ensure legal certainty to provide protection to consumers. Regarding the sale of people's cooking oil, the Government has made regulations, namely "Minister of Trade Regulation No. 49 of 2022 concerning Governance of the People's Cooking Oil Program". This research will discuss the problem of people's cooking oil buying and selling transactions that exceed the HET in Surabaya. The method used in this research is empirical juridical, which is based on field data or sociological field research which examines the legal rules that apply in fact as they occur directly in society. The author collected primary and secondary data which was then analyzed qualitatively, namely linking field data obtained directly and relating it to legal theory and legal experts as well as based on statutory regulations. The results of this research are that there are business actors in Surabaya who buy and sell people's cooking oil that does not match the price stated on the label, which is not in accordance with the provisions of Article 8 paragraph 1 letter b "Law no. 8 of 1999 concerning Consumer Protection�. From this analysis, it was concluded that business actors in carrying out buying and selling transactions must sell according to the information on the packaging label. It is hoped that the results of this research can contribute to the literature for parties in carrying out buying and selling transactions so that they can pay attention to applicable laws and regulations.
