Regulations related to BPR mergers refer to several laws, such as the Banking Law, the Limited Liability Company Law, Government Regulation (PP) Number 28 of 1999 concerning Bank Mergers, Consolidations and Acquisitions, Regulation of the Financial Services Authority of the Republic of Indonesia Number 7 of 2024 concerning People's Economic Banks and Sharia People's Economic Banks. Research Question is: 1. How is the regulation of BPR mergers according to Indonesian positive law? 2. How should BPR mergers be carried out in order to strengthen capital? This study uses a normative juridical method using qualitative analysis. The results of this study are that the regulation of BPR mergers in Indonesia involves several complementary layers of regulation: Banking Law: Regulates bank mergers in general, including licensing requirements from the supervisory authority (formerly Bank Indonesia, now OJK). The aim is to prevent monopolies and protect customers. Limited Liability Company Law: Provides a legal framework for limited liability companies, including merger procedures, protection of minority shareholders, and transparency of the process. Government Regulation: Specifically regulates bank mergers, consolidations, and acquisitions, including capital requirements, GMS approval, and the role of OJK. Financial Services Authority Regulation: Specifically regulates BPR mergers, including the procedures for submission, assessment, and approval by OJK. BPRs with sufficient capital can compete better and help the country's economy. The most suitable merger for BPR is a merger with another bank operating in the same field.
